I know of 2 other  trade associations( limo hire and gas fitting) which were just like the NCCA , the enlightened ones planned and staged successful takeover operations.

In each case fresh , capable people got voted onto the boards, and were instrumental in changing the law,  dealing with whitehall , getting better regulation and standards for thier respective industries. This was all done on a shoestring budget too.  It is a proven system that works ,, breakaway, splinter and different groups , divide and fragment industries.
The NCCA  would be very simple to infiltrate and modernize.
