Do you have good water pressure, From what I have read low pressure will make the Ro underperform. And 78 after seems way to high to be honest, will use resi rather quickly.

Is the membrane fully inserted. It is not unusual for newbies to think it is in because it becomes tight. Once the first O ring locates then it needs a firm push to locate the second O ring. If the membrane isn't fully home then the waste under pressure can get past the O rings into the pure line. Even a very small leak will shove the TDS up.
Have a look at my RO info page  www.johnhewitt.com/roinfo.htm

Me again , a bit more to add. With a mains TDS of 353 I would expect a reading after the RO to be in the mid to low teens. I always recomend buyers to make sure the RO reading is low before connecting the DI as if you have the problem in my previous answer all you are doing is depleting the resin. How large is your DI because if it is only a 10" filter you may have already depleted it. I have a mains tds of around 300, coming from the RO I get around 13 and with a 10" DI new virgin resin can last over 2 months before the TDS starts to rise beyond 0.00

Something else that everyone seems to overlook is accuracy of TDS meters.  In line ones are notoriously inaccurate, and even the hand held can be suspect.  I check mine every couple of months and about every six months I need to re-calibrate.

Tom any chance you can post a picture of the RO unit?
Trippy had the same problem earlier this year and I helped him out.

Have a look at this pick, if your set up is exactly the same then its plumbed wrong.
