If it's a Shurflo backpack - as most of them are now. (Matabi. God rest your soul!)

Then I would hope that it is some kind of useful handle for it.

Of course it could be a brace that goes on your neck and shoulders to enable you to carry two backpacks 

yes for a shurflo backpack,Not a handle,  but I think we would kill the guy's if we tried to get them to carry 2 backpacks.

Don't insult me I twisted that metal my self while sad east enders was on. there will also be a bit of welding to do, but not to the piece in the picture.
