As daft as it sounds this guy will probably be OK, its the ladder falling on someone else that is the problem.
I see, all the time, guys cleaning windows with one foot on the ladder and one foot on some dodgy porch roof, usually angled. WTF is that about? If they start to slip off the roof do they honestly think that having a foot 3ft away from it on a ladder is going to pull that weight back? If anything the only thing it will do is stop them from being able to get their feet right and it will probably send them into the death spin you can get. Golden rule is always 3 points contact, but a silver rule should be to have both feet on the same surface. One foot going down and the other staying where it is isn't what your after.
