What do you want ladder mitts on the bottom stiles of your ladder for? If it's to protect an internal floor then use a carpet tile but you'll need it footed to prevent slipping. Best thing to use is a Rojak ladder stopper this will protect the floor and prevent the ladder slipping out also.

I would not trust a Rojak ladder stopper to stop a ladder slipping backwards myself Simon.
The best ladder safety device I've found for ladders (10 rungs or more) is an ankalad stabiliser.

Rojaks have never let me down and I've never had an accident on a ladder nor has any of my employees (been employing for 10+ years now) we never work solo so always have someone to foot a ladder where necessary. I'm not sure if the original post was concerning safety or protecting internal flooring as I should imagine putting ladder mitts on the bottom stiles of a ladder would make it more hazardous than having nothing on them at all , all quality ladders will have some kind of feet fitted for grip, putting mitts on would render them useless.

Cookies suggestion is very similar to a Rojak a very sensible piece of kit to keep in the van for ladder work.
