Legal, yes. You are able to extend a 'load' up to a 1 meter without taking any action. You have to make the load end visible from 1 to 2 meters maximum. Anything over 2 meters gets rather complicated. He has relocated his number plate with illumination so that's no problem.

I think the issue could be being parked up with the doors open either road side or pavement side. Any accident could create major H&S and insurance issues.

The doors are damaged beyond economical repair for anyone wanting to put the van back to standard. Definitely knocked a whack off the van's resale value.

Actually Darran, you are right. The van is dangerous.

Its a T260 high roof which means that it has a payload of around 900kgs at best. He has proof that he has had uprated springs professionally fitted so the van doesn't drop (stays level) with a full 1000 liter tank of water. (I have uprated springs on my Citroen Relay van, but that doesn't increase the payload of the van. Legally, all I can carry is 1145 kgs.)

See the brackets for holding the aux battery and pump.

The van has been legally uprated, and its new "plate" confirms it has, as does the logbook.
It also has them cheap chinese controllers fitted !!      £2 a go off ebay !!

You make a good point with the spare wheel argument but the ladder doesn't stick out that far. I would imagine for those hose reels to swivel (like it looks like they do) then the reels will stick out far further than the vehicles rear view mirror with the doors open IMHO.
