What do you think about using a safety mat over hose in a public place when all other measures have been taken?

It's over the top and not needed.
It's about right and should be standard practice

Go to the Cable tidy and hose ramp section and look at the
G H P black rubber one. It says it for indoor use but
cant see why it wouldn't do outside.

What you want is a cable protection ramp.

Go to where?  A link would clarify I'm sure.

Go to the web page www.pittmantraffic.co.uk
On the left you will see a list of different items for sale
Click on the cable tidy and hose ramp section.
The link wouldn't work.

They are made for a specific purpose. i.e HGV's, not pedestrians! People are more likely to fall over that than your hose!!

The pen is mightier than the sword (and a lot easier to write with!)

As per my other thread: http://www.cleanitup.co.uk/smf/index.php?topic=168844.0

Your hose is coloured yellow for a reason. Why would you insist on covering it with a black mat!!

You're quite right. I will have to address this issue with a new batch of photos.

I'm all for trying to make it safe but that's just overboard really, a person can just as easily trip over on the edge of that mat as they can some 6mm hose. Its really simple if you want to be totally safe and cover yourself on domestics then use a trolley or backpack.

What is that made of?
lets be honest, we all know its a thin layer of custard.

can I also say that I just run the hose over the pavement, sometimes I don't even use a cone, it is, after all, as has previously been stated, a YELLOW hose
