I'm still convinced it's nowt to do with your wfp GB!They were probably there all along, you just don't see them the same when looking face on from the ladder.
If these spots are on the exterior glass it might now take something like mdr to get rid of them. Just because the windows are upvc it doesn't mean that they won't chalk and bleed like wooden or Ali windows.The problem might be that the windows are south facing in the sun all day and that the sun has helped oxidise the frames, therefor the frames would need extra scrubbing each time to make sure that the problem doesn't reaccour. We can tend to think that all upvc frames are ideal for wfp but many old ones on the sunny side of the house can be very problematic, the water can come off looking like milk, and after you clear the problems up you can start them all up again by getting a hot water system .Simon.

The water is hitting that and running down onto the window. The spots could be mineral deposits from the concrete lintel. I`ve heard these spots and runs called 'concrete cancer'. I`d be confident that`s the cause of your problem on that window. And it`s not your problem really, rain will also cause it.
