Leaching from the frames, perhaps?  Older style white frames cause all sorts of problems.  Could also be perished rubber gaskets between frame and glass.  Also contamination from wooden subframes if the windows are set in these.

If other windows are fine it's got to be something your picking up from around the offending window

im wondering if its ran from off the top of the bay off the plastics?
the bay is only about 5 years old and is all new upvc.its a massive walk in bay.
The 2 side windows look ok but the middle window looked terrible,i went back out and done it with the squeegee and applicator and seems ok,do you think i should do this with the neighbours?
i think i will do the front and the bay with with the wfp and then do back and then go back and do the front with the squeegee?
does that sound a good idea?
shes only just moved and i dont think they have been cleaned for a couple of years.
whats your suggestion ian please?

If the frames are good plastic (not metal powder coated type) then they shouldn't cause any problem. If there is water running across the top of the bay from where you've cleaned the windows above, then running down the lower windows then of course this is going to cause problems as this water will have picked up all sorts of muck on the way down.

Only solution is to wait until any water from above has stopped running down.

I would suggest doing all the upstairs windows first then go back to where you started and clean the botttom windows, this should give the upstairs windows enough time to stop dripping.
