charging for late payments of domestic clean New

just been on phone to legal advice from fsb and they advised i can only charge late payments and admin fees for commercial work and not domestic work? sure she was wrong and i have seen you lot mention it here so thought i best check.

edit: also would it be out of the orginary to charge for a break down of how we priced something after the job was done? i'm happy to do it on the day of the clean but it's been 3 months and the customer wants me to go over everything i did and what price we did it for for each job etc. would it be classed as unacceptable to email back and ask for a admin fee or whatever to do it? also if not how much would be acceptable?
