Hi Mark,
are the rust stains from a cast iron down pipe or summit like it,if there true york slab then they be quite pourus, you could try using neat brick acid and a good blast with wet heat.
Not easy to say without seeing it,pic maybe?

If it's rust then a light coating of brick acid over a well wetted surface will do the trick.
If it is lime or similar from plant pots it may not come out as it becomes part of the block/s.
Usually simple to tell the difference. Biggest clue is often the shape / location of the stain.
If it is lime then you can still try acid but this will not move deep stains. Don't be tempted to leave on for too long and be sure to test a small area before jumping in.

Depends on natural drainage but I myself wouldn't bother with a vac, just cover the bads and lawn edges with a tarp.
If you use acid I certainly wouldn't use your vac. If you do use acid apply sparingly with a paint brush. PPE all over.
