The orbital surface cleaner needs a 4500 PSI or close machine, the machine you linked to is about half that.  The pressure washer on it's own is fine, just use with concrete cleaner and a brush.

Public liability specific to pressure washing.

Could be a lot of things, someone could slip on the wet surface, you could ruin the surface, ruin some cable running under or near the surface, flood somewhere, someone could fall over a hose or cable, electrocute someone (although not probable with modern trips), hit a patio window with a lance and then someone gets cut, all manner of unseen things...............    And if someone cuts themselves or similar it could be a large bill to pay, better to pay the minimal cost for PLI, which is especially low if just a sole trader.
