big insiuranc ecompanies also have a say in H&S. they wanna make sure no pay outs happen so lobby a lot of stuff to bring in stupid  reg's.


they know not everyone will abide by the regs and if an acident does happen then insuranc ecompany has a ge tout somewhere.
