SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Provision of Cleaning Services at UKAEA Culham.

performance: Services.

Main place of performance: Culham Science Centre, Abingdon.

II.1.5) Short description of the contract or purchase(s): Retender for
the provision of cleaning services at Culham Science Centre to include:
Routine daytime cleaning of common areas, kitchens, restaurants, offices,
laboratories and workshops.
Periodic cleaning including but not limited to carpets and other flooring,
windows, deep cleaning of toilets showers and kitchens.
Additional cleaning duties during experimental shutdown periods.
Provision of floor protection mats, feminine hygiene bins, air fresheners
and consumables.
The approximate area to be cleaned under the contract is 65,000 square
meters.
A proportion of the cleaning staff are Radiation Classified Workers and
registered as Beryllium Workers.

Payment All documents to be priced in Sterling and all payments made in
Sterling.

Cost of tendering The Contracting Authority (or UKAEA) reserves the right
not to award a contract. The costs of tendering shall be the
responsibility of tenderers.
English law The contract shall be considered as a contract made in England
and shall be governed by, and construed in accordance with, the provisions
of English Law.
Pre-qualification Organisations wishing to be considered for a tendering
opportunity must notify UKAEA of their interest by no later than 7.7.2009
In return organisations will be sent pre-qualification documents which
must be completed and returned by not later than 13.7.2009.
Annul UKAEA reserve the right to annul the tendering process and not award
a contract.
Sub-contract UKAEA work within strict safety guidelines and you will be
required to specify and justify any proposals to subcontract.
VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: UKAEA will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before a contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
standstill period. Such additional information should be sought from the
contact named in this notice.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 no 5, which apply to
England, Wales and Northern Ireland, and the Public Contracts (Scotland)
Regulations 2006 no 1, which apply to Scotland, provide for aggrieved
parties who have been harmed or are at risk of harm by a breach of the
rules to take action in the sheriff court, the Court of Session,
(Scotland) or in England and Wales and Northern Ireland, the High Court.
Any such action must be brought promptly (generally within 3 months) Where
a contract has not been entered into the Court may order the setting aside
of the award decision or order the authority to amend any document and may
award damages. If the contract has been entered into the Court may only
award damages.
