Dig out your TV Licence (those of you who bother to buy such things

) and you'll see that it's a licenCe. LicenCe being the noun....thus "I have a window cleaning licenCe"
LicenSe is a verb...thus: "I'm the Council member responsible for licenSing window cleaners".
