If I'm seeing it right it looks just like a page of this forum.......

Either that or to much acid used!

If you clean it you will have an interesting time with those fringes.  :D

Unless it has a date on (which some do in arabic) you won't pin it down date wise, or maybe to a decade.

i was told never to get embroiled in valuations.

As to where it's from Iranian but region from looking at the design more difficult, but note that it doesn't have a central medallion and is an asymmetric design.

From the pic I'd say it needs a good saturation clean.  ;)  Maybe Dave could do it for you at the day out?

As if they cut the fringes off !! is there the same vase at the other end and I think the border around the edge tells the region its from and will give an indercation of age ,  its no SOUMACK
rem to charge to clean both sides . What price you give em ?

Looks like a Kashan rug, from the part of India that is now Pakistan around Lahore
(bukhara)

the border in red would have been bigger with tassles and its worn away to what you see now with exposed cotton. These type of rugs were made specificly for the European/western market and still are.

Value wise, very subjective would need a real expert to look at it but they are very common, it can be repaired to stop the wear into the pattern and another fringe added you could offer this a part of the service.
