If you clean it you will have an interesting time with those fringes.

Unless it has a date on (which some do in arabic) you won't pin it down date wise, or maybe to a decade.
i was told never to get embroiled in valuations.
As to where it's from Iranian but region from looking at the design more difficult, but note that it doesn't have a central medallion and is an asymmetric design.
From the pic I'd say it needs a good saturation clean.
