What you propose is feasible.
The problem that often occurs with GRP vacuum tanks is that the resin coat embrittles and cracks with age, leading to splitting.
If the vac tank is sound, however, it should be OK to fit a pair of three-stage vacs.
The Gotec pumps (oscillating piston type) have low flow-rates and pressure, so the addition of a 135psi Surflow pump and replacement of the internal plumbing would convert it to a usable machine.
