Picture 15 has helped, good idea, is that expanding foam or something else?

I take it it is to stop the end of the poles being damaged and might add a little strength to the pole connection?

Sort the tips and bases out and the middles are strong enough, looks like you have the right insight.(yes its foam, the emp has fitted tip caps/protectors)
