im no expert
but i would say the only way is reverse osmosis and then polish off with a di
my tds here is 460 and i use a 400 gpd RO which comes out at around 12 ppm then finish it off wth di to get 000ppm

or merlin perhaps but mega mega wastage

you will need a reverse osmosis system

a DI only will not be cost effective

should i go for a 300-450 gpd ro unit or merlin?also on hard water areas the with the merlin could take longer to produce the water.thanks

dont get a merlin with your tds, it will eat resin. you dont need to produce water that quickly if you are using a static tank at home, a 300 gpd ro will be fine and would be even better with a booster pump.
i personally use about 300/400 ltrs a day, and i only use a boosted 200gpd ro-man unit, and that takes my tds down from 450, at the moment, to 4.

i use a booster pump at 85-90 psi, if you tap water pressure is low  it wont produce water quite as low or as fast as with the booster.  i would say, at a guess, your water pressure would need to be above 50 psi, to make the unit work reasonably.

281ppm?

I'd recommend a 4040 if you plan to use 500ltrs a day or more - if you plan to use less than that then a 300gpd pumped ro will do.

you will need a RO system

as your only planning to use 250 L a day

if you have space for a 1000 L IBC tank or 2 or 3 X 210 rain water butt's ( if space is a issue or you dont want a great big hoofing tank down the side of your house, afterall 2 or 3 210 L rain water butts side by side looks ALOT better thana 1000 IBC )

i use 250 L a day ( sometimes not even that ) and i use a RO MAN 100 GPD RO unit, if you find you are running short on water, you can upgrade the unit by buying another 100 GPD RO membrane
