First you "must" have a jet with at least an 06 opening. Pull the HF off the bottle remove the plastic tube. with the HF hooked up to the high presure line and squeeze the trigger. if you aren't getting suction (use your tongue)(some may prefer to use there finger) then check the spring and ball. Ball can get coroded and stick. I assume you have the high Pressure model, it may not work if you run it lower than 250 psi.If it's an older model and may have a filter in the handle check that..

Mine worked great for about a year .I tried rebuilding it twice and then bought a omni sprayer.Love it always correct amount of chems and no over wetting.

I keep using them until they stop working. I don't rebuild, I just replace them.

once they stop working, and completely taken apart and cleaned and still not working.. Then replace it. Not worth a rebuild.

There is a filter in the brass connection fitings prior to the valve. That filter is probably clogged.
Make sure spring is full with the ball sitting freeluy on it.

The draw tube may be too loose on the barbed fitting, install a small hose clamp or replace draw tube.

Have you checked to make sure the breather hole in the cap is not plugged up?

Replace the silver block piece. They are around $75.00. It's cheaper than buying a whole Hydroforce and it'll have you up and running.

Is the spring set in the right direction?

Chavez beat me to it! Try flipping the spring, if it's up-side-down it will not work.

Ten possible problems that will prevent it drawing -
1) The filter behind the QC where the water comes in gets plugged. Many folks don't even realize there is a filter there. So they never clean it. Should be cleaned every week or two for best performance.
2) Stariner behind spray jet tip clogged. Another "hidden" filter.
3) Spray tip changed to a smaller size or plugged with some powder, hard water deposits or whatever. Keep spray tip clean and replace every 6 months to a year.
4) Air leak in the draw tube that goes down into the chemical. If it is drawing air, it won't draw chemical. That plastic will eventually crack or split. Also one of the cheapest parts to replace.
5) Spring installed upside down after it was taken apart.
6) Dema valve clogged or corroded and needs to be replaced. The most expensive repair.
7) Breather hole plugged. Clean out.

Water nozzle clogged. This is a relatively inexpensive repair. (Replace NA0807.)
9) Metering tip clogged. Replace.
10) Acorn stariner at the bottom of the draw tube plugged.

Good answers Scott. I'll add a few more. Make sure draw tube is clear. We found an o ring once in the draw tube. Check valve behind spray tip may be worn out replace with new check valve or plain strainer. We were advised to go to a larger tip size once. This worked until the check valve wore out. I think it was the check valve all along.

Water nozzle is worn and will not draw chem.
