Cleaning in the Wind & ladders

I spoke to a window cleaner today who was window cleaning in very high winds in the North east, i know it usually windy here in Middlesbrough, on old woden ladders. I had spoke to him 2 year ago regarding the new work at Height regulations, he said today thet window cleaners were exempt, he found it on the internet. I am honestly dont want to get involved in an argument regarding Trad & wfp, but I am concerned for the safety of his 14 year old grandson who uses the ladder as well.
What i want is any official information that proves you cant use a ladder without it been secured at bottom

Isn't it illegal to send a 14 year old up ladders??

Seriously,.. if the kid fell and got hurt, how bad would you feel if you hadn't done all in your power to convince the guy? Argue with him,.. you could save a life!

you can use ladders without them being footed and not tied to bulding below 6 meters i think as long as it is short duration ie 2 mins to clean a window tops, as far as the 14 year old well thats different

30 minutes, i think, the issue there isnt ladders, its the fact the kid shouldnt be working, and i bet he isnt insured !!
