Employees trying to out smart you?

It's a years anniversary for one of our employees on Monday.
About 4 weeks ago when his supervisor went on holiday we carried out random site checks as one of our sites was not looking up to scratch as per normal when this supervisor is present. We made three periodic visits during the scheduled times when this cleaner should have been working and observed no presence.
To our surprise at the end of his shift for this site he rings the office to report that he has just completed all works whilst we were still on site awaiting his arrival. We suspended him immediately and embarked upon disciplinary proceedures.
On arrival he had the nerve to say in a conversation with the administrator that they could not have check the properties in question because he had the keys so they could not have got in on that day and that he should receive compensation for being on suspension. He denied all allegations OF COURSE.
Why is it that employees think they are so smart and turn into monsters at that one year threshold?

Same as employees who, when they know they're on a sticky wicket, decide to go off sick with "Depression".
We all know it's lead swinging and I think doctors who sign sick notes on demand for this should be struck off!
I know from experience that when one is genuinely suffering with a depressive illness, you can't even motivate yourself to get out of bed, let alone be bothered to go out and claim every benefit going.

Where did he ring from?
We use a log on log off system to monitor attendance.
They must call from the clients phone (agreed earlier with client) and this allows us to have an indisputable record for both us and the client.
It doesn't ensure the work has been done we have another system to monitor that but it does prove they were there
