why is the tank split into two tanks -

Probably because it was easier to buy them this way than have one manufactured to the right size. Also it has the benefit of creating a baffle.

Having 2 separate tanks makes your setup more flexible. I'm thinking of installing a 2nd tank in my van. Most days it will have pure water in,... but day's I'm powerwashing I can fill it with tap water and not have to worry if the custie has an outdoor tap or not
