The hole in the pulley will have to be tapered or the engine shaft made parallell. I depends on the diameter you may be able to get an adapter. The easiest way is to get a pulley with a small hole that is designed to be bored out to fit and then find a friendly engineering firm to bore it for you. The taper will probably be a standard one of which there are a few different types.
No easy answer as a bodge will not work (been there and not done it!)

Morning Mike,

To do this you will need the gear or pulley to also have a morse taper, which if i recall is around 2 degrees. You could have a local engineering company machine this for you, but ensure you get a good finish as this is key to maintaining a good mate between the two parts, a bad fit will result in premature wear.
Another thing would be to use a woodruff key in conjuction with the morse taper.
Not sure if you have an RS catalogue but in these you will find every thing you need, i believe they have a web site where you may find what your looking for.

Mike,
What about a split tapered bush, parrallel outer with a tapered bore. Clearance holes in bush flange in line with threaded holes in pulley - with bolt to screw flange into pulley to tghten. Another one or probably two treaded holes in flange to scew removed tightening bolts into to push the bush out when removing it.
Im sure with your engineering knowledge you can work out what I mean.
