nat you have said it will take a long time to go round and price the properties have you considered how long it will take to clean all these properties , do you have the employees and vehicles to cover this extra work and if you do how can you send your employees out with a list of what they should get through if you havnt viewed them and got a rough estimate of the time each one will take including travelling time between jobs.
in my opinion you must veiw each job or on this size of contract you could lose serious money.

if its for a private management firm ire not council be wary.
my mate has just got stuffed by one they used him for six months nad terminated the contract. they used his figures in this years service charge bill and got a couple of peanuts earning part timers to do it. so they earn big time from it.
luckily no out goings where wasted. but its so easy to spend out on stuff you need for a big contact only to be stuck still paying for it after they cancel.
a fellow round here went to the wall by doing this. big contract so he bought 3 vans and got 4 staff, a year later he lost the contract and had to pay for all the gear he bought.
mind you if its for a council remember that it could be a nasty job in nasty areas. you may have to clean up some quite horrible stuff each time. price well

If you have the man power why not get them to go and eyeball the work for you in some of the areas.
