bought one of these, now should there be water in it all of the time?

 There was water in it when i 1st plummed it in but now it seems to be empty

i had on of these and mine used to fill up when the ro was running and when i turned it off it went to half full, never done any harm it was running like that for 2 years

I have one of these too when i turn it off it half empties as well
