This kind of work is not something you can depend on for regular income, in fact, you will be fortunate to get ANY work in this sector, never mind a maintenance plan.
Flooring can be written off, over a period of time and it's beneficial, tax wise, to simply replace, rather than repair / maintain, however, if there are other tangible benefits, which you can show, for instance, regulation of air quality / safe working environment / accidental soiling control, etc, you could make a case, BUT as already mentioned, tight budgets will result in, acceptance of the lowest tender.
There are always exceptions and you might be lucky enough to find one.
