Your question was hard to understand Roy. You probably know more about this than I do but I beleive that hardness refers to the dissovled calcium carbonate or put another waY THE TDS reading. The higher the reading the harder the water.
So passing through an ro or di should make it softer,
For demestic supply i believe they put an electrical coil around the inlet pipe.
