I do a lot of flats and they are all through a management company.The tenants pay a service charge yearly with the window cleaning in that but they have a budget and you have to hope your quote comes with in the budget.The land has a landlord the flats are owned or rented by tenants so you would probably need to find out who services them.Some flats don't have service charges and they have to seperatley have their windows cleaned but thats down to them .the problem with that is you could canvas a block of 40-50 and get 10 say yes then if you are wfp and the person at the top wants their windows cleaned but not the one underneath your in stum.
