I would have thought that there's every chance of getting caught if you were working outside the law. After all a wc-ner on a ladder is far easier to spot than say, someone using a hosepipe. I've been stopped before now by insurance salesmen because I stood out like a sore thumb.
I believe on a building site or on commercial work you can only use them for access not to work from unless you're working below a certain height and then you have to have someone foot them.
As for domestic work I'm not sure what the rules are. It's not illegal yet as far as I know but I believe you have to work within certain guidelines. You're allowed to use them so long as it,s below a certain hieght and for a limited time. Over these and you're supposed to work from a platform. What the hieght and time restrictions are I'm not sure. Perhaps if someone knows or knows where they can be found they can let us know or post the link.
