Hard to recruit Area Managers

we seem to find it hard, currently, to recruit Area Managers - we will consider both experienced candidates and current supervisors looking for the next step up BUT can we find anyone to fit the bill ? No !  Any ideas on recruiting. suggestions etc

often cleaners can step up and be trained.

Keep it in house by training / promoting existing staff
