We have got a decent sized job of 4000 sq metres, our winning sample was done with a falch Lance blast wash.

Problems are this underground parking has no drains, hard to believe yes but true.

We are looking to mount vacuum pumps to a bowser we have, any one have experience with this equipment and supplies?

The bowser would be at Street level and the job is 4 levels down.

Have you clarified this with the owners of the building and checked the plans?  If this is correct I would simply clean it with a Rotary Scrubber (probably Klindex Triple K) and a one of my Pump out Wet Vacs extracting from Street level.  It would also IMHO be quicker and less messy.  But I find it incredible that there is nowhere on the level you can dispose dirty water.
