Tool Station solvent based PVC cleaner should do the trick. Put some on a sill cloth and apply, should bring it straight off.

A friend of ours used to service extractor fans in the pubs when smoking was allowed.

They found sugar soap was the best.

When I was a plasterer. I used to PVA ceilings. The tar used to drip down. It made me stop smoking after 40 years lol

Fairy liquid will get it off, just like it does when you have to do inside windows, you might just have to give it more than one scrub. TFR will probably melt it as well as Virosol.
