Crikey, your tap water must be bad if it has grit big enough to damage a pump 
Prefilters don't need to be pressurised only the pump, but if you restrict the flow by trying to pull water through it you won't get the same flow rate and the pump works harder by pushing the water you can get better pressure and flow can it's more constant with free flowing water being fed to the pump

I couldn't tell you how bad my water is or if an inline filter is needed I'm just saying what they are for, if he's pumping
straight from the tap then I honestly don't think he would need one if pumping from a tank then for the price they give a
bit of extra protection encase anything happens to fall in, the same goes if he using rain water.
Its a inline pump pre filter not an RO pre filter that the op is talking about.
