I can rent a garage from the council, is it possible to fill a trailor somewhere then have the water filtered out  overnight into another tank on the same trailor.  Using battery powered equipment, is this possible?

you would still need double the water you want as pure. as RO's are atleast 50/50 pure to waste.
you would still need a drain.

depending on TDS you would be better off with a pumping through a DI as you work.

To start with ya guna need about 4 ibc tanks
First tank is going to be filled with normal water from ( ?? Say ur van ) this tank will need a pump on it to push it through the RO ( as said above there will be waste ) and the good water into the second tank, ( I would be having a di bottle just before tank and after RO this will mean tank 2,3 & 4 can be filled with pure ready to go
The slowest part will be filling the first tank but everything else is good to go,

I have a similar situation, as there is a nice secure unit with no power or water that I want, if I don't get water supply fitted I will do the above only I will use a long hose from an outside tap about 50m away 😄

Smudger has posted some pics in past of his ibc setup in his unit but he has water supply, but for you and I with having no power we cant use a transfer pump so a frame of some sort or stack ibc on top of each other with a 2" hose on outlet, ( in theory you just draining the ibc into your van.) would make life easier and it won't tank long to swap water over to van

I have to say this, but you if you're trying to run a business you need to make life as easy for yourself as possible in every aspect. This would not be happening here. 

Start brain-storming again to resolve whatever problem you thought this was the solution too.

Yeah need to make it as easy as possible.   It's just that where I am probably going to get a flat- I won't have an outside water supply, storage or outside electricity.  Can buy the water - up to 400 litres for £10.    Should I just do this?   The other issue is storage- have no where to put a trailor unless I rent a garage- got other gear need storing as well.  DI is too expensive in my area.

Sounds like you are screwed whatever you do buzzing.
Don't you have a friend or relative nearby that has and outside tap, parking etc that you can come to some sort of arrangement?
Then you could setup a static ro/di and 1000ltr ibc holding tanks in their garden/garage and just fill the trailer/van when needed which seems the best solution to me.

You could also ditch the trailer idea as they are a pain in the arse anyway which would save yourself storage costs for a start.
Why not get yourself a sutable size payload van instead to carry the water about then you have more options available to you.

I would also collect as much rain as I could off the garage roof to help fill the first tank. The TDS will be low and your RO membrane will last longer. It might be low enough to run through a pump through DI only.

Also if the tank is raised off the ground above the second tank then gravity will "help" any pump and reduce battery use. In fact I wonder if it might have enough pressure through a tiny bore to go through an RO or DI chamber or both into the second tank.

Tbh mate 400L at £10 is brilliant anything upto £20 for 400L is ok. Maybe for now it may work out cheaper to buy,
Other options are the street hydrants to fill up maybe next to we're u park of a night either be descreet or enquire about a license to use them.

There are two places you can buy water. The one you mentioned is at Castlepoint but there is another one at Canford Heath, slightly cheaper. Give me a ring and I'll give you the details.
