Pop rivets might be better, they don't rust as well.  ;D

Do not secure the hozelock to the metal bracket, just run the hose through leaving enough sticking through to attach your hozelock to. Then when to attach/unattach to hozelock you can use your hand on the hozelock as the bracket will be only holding the hose ? That make sense?

Mount the bracket on the back bumper using bolts.

If you do this, protect the hose pipe as travelling in the van could cause the pipe and metal to rub through :) But seems like your best bet.

FYI We have either bolted to metal floor or bolted to plastic bumper. No issues :)

If you have a reasonably flat surface behind the bumper then a large fender washer on each side with a bolt and self locking nut should suffice. Three of those will do the job, one on each side and one in the centre.
