ebay are the cheapest, dont pay a fortune as majority only get put in bin. I pay about £27  for 5000 a6 double sided.

Options are, 5000 separate bins or one big effin' bin that can accommodate 5000 pieces of paper.

I do leave mines in Shops and etc.

I use different numbers for Leaflets I leave in Shops and What I drop via Letterboxes.
