II.1.5) Short description of the contract or purchase(s)
The Office of the Police and Crime Commissioner for Greater Manchester is
establishing a Contract to cover window cleaning service requirements
across the Greater Manchester Police force area, for both internal and
external windows. Buildings comprise of approximately 90 buildings ranging
from low to high storey.
The stated values are based on a four year contracted duration, assuming
all options are taken to extend. The estimated value of expenditure for
GMP is GBP 60 000 per annum, (or GMP 250 000 over a four year period). No
values or volumes will be guaranteed under any resulting contract award.
Economic operators should note that the Transfer of Undertakings
Protection of Employment Rights may apply. Details, if appropriate, will
be provided within the Invitation to Tender.
The Contract award may also be open to the Greater Manchester Police PFI
(Private Finance Initative) Provider should that option offer Best Value
to the force, therefore any successful Economic Operator must be
understand and accept that their prices / rates may be shared with the PFI
Provider to allow an assessment to be made in relation to achieving Best
Value. NB the indicative GMP spend stated above does not take into account
any expenditure on PFI buildings.

VI.4.2) Lodging of appeals
Precise information on deadline(s) for lodging appeals: The Authority will
incorporate a minimum 10 working day standstill period at the point
information on the award of the contract is communicated to tenderers.
This period allows unsuccessful tenderers to seek further debriefing from
the contracting authority before the contract is entered into. Applicants
have two working days from notification of the award decision to request
additional debriefing and that information has to be provided a minimum of
3 working days before expiry of the standstill period. Such additional
information should be requested through the Bluelight e-Procurement
system. If an appeal regarding the award of a contract has not been
successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5)
provide for aggrieved parties who have been harmed or are at risk of harm
by a breach of the rules to take action in the High Court (England, Wales
and Northern Ireland). Any such action must be brought promptly (generally
within 3 months). Where a contract has not been entered into the court may
order the settling aside of the award decision or order the authority to
