oil like substance on cobblelock

hi,something which looks oil based has left a some stains on my cobblelock where my bins sit.Just wondering whats the best to remove this.I have a truckmount,so i can pressure wash,would the likes of my carpet cleaning solvents work?

Worth using OT8 from Oiltechnics if it's an oil based stain
