It may also be worth checking the cables and connectors and worn or corroded connectors will cause a volt drop and effect the pump. Same with any damaged cable. With age the pump motor brushes loose efficiency or even get dirty so this may be worth a look to.

I agree with Ian.

2 pumps doing the same thing is highly unlikely. Poor connections or flat battery would be the best place to start. We have had a couple of suspect fuse holders at one time or another.

do you have a strainer? Clean this out as i have found it can contribute to bad flow issues

it could be a battery if u over charge or completely drain it u damage the cells so it wont work so efficiently seem odd that both pumps are not working well that is were i would start at the batt.

Air lock? Air leaking in? Diaphragm? Knacked battery? Knacked controller? Knacked pump? Dodgy connections. Control unit calibration? Knacked charger? Filter blocked? Low on water?

Process of elimination. Start with the most likely/obvious, work through the list. Let us know what it was.

Airlock is more than likely
Some pumps need priming after
Tank as run low and they av sucked
Air in
