This was asked a while back someone called Gav replied  "Was Dave CHAS registered?"
'bout sums it up ;D ;D but most Local Authorities use it and insist on it.

I've just asked 3 of the main individuals who do council work and 2 of them had ever heard of it and the other hasn't done it.
