van starting trouble

I've a Vauxhall Combo 1.7d, been gradually getting harder to start and its running sluggish too, especially up hill when im loaded with 400lt of pure.
I've put in brand new glow plugs but that made no difference, I don't know much about diesels so does anyone have any suggestions please as to what the problem might be.

had a similar problem on my old Combo i just changed the fuel filter (very easy and cheap to do) ran fine after i had done that, maybe worth a go
