i will have to look it up to see to be 100% sure

but on the water inlet if you follow that to the water flow controll there there might be 1 or 2 screws to adjust the flow,

if the water control unit looks like this, then it looks like it could be the srew on the side just about the thread, that is the flow adjuster

another thing you might have to do if you have a digital flow controller is to turn the flow rate up on that,
when fitting a heater in a friends window cleaning van he used to work on 35-40, after fitting the heater and had the temp set to low we had to turn the flow rate upto at least 45 fro it to fire up.

this is how we did it,

have gas turned on, turn water on so it flows like you was working and then turn up the controller 1 at a time to see when it fires up, then turn water off wait for it all to cut out then turn water on and see if it fires up.

also check to see if you have the right regulator as if there is to much gas going through then this could also cause problem.

1)when you turn the heat down are you turning the water down to match it
2) i had to up my calibration on my pump,im guessing its the cold water, density all that,i have a L5 IT WOULD NOT FIRE UP ON the normal calibration i had to up it

Hi Richard I have looked at the water regulator and it is different there is a little screw on it but doesn't look like that one. It also only works on full pump power or the burner cuts of very anoying perhaps if I run it on realy hot and use my other pump to pump some cold in to the pipe after the boiler to cool it a bit lol

that one in the picture might be from a diffrent model then,

try tightening the screw all the way in and then slowly open in and try that,
