We use a word document template.
Same template (pretty much) for quote or invoice
PDF it and email it across-email is much better than posting. Gets to the right person, record of send/receive.

Print 4 to a page off (a6?) guillotine them nicely, bulldog clip at the top to square them up and a bit of carbon paper underneath to copy the signature through.
Cheapest way.
Or, ebay has loads of printers doing business cards for next to nothing. £41/1000!
I'm sure if you had a word they would print whatever you sent to them. Most of them seem to need print ready formats.

I send quotes by email

That way covers yourself and also if client confirms by reply to your quote you have no problems about whats included in the price and have proof if ever needed in the event of non payment

Duplicate book works just fine for this sort of thing
