A tough day, 14 man hours with no break. Fortunately I had a mate with me  :)
Here's a 'before and after' image I took in the worst room:

Why use a high alkaline pre spray followed by high alkaline rinse?

I may be wrong: the pH end result is not effected by the pre-spray/spot treatment used with a HWE system.  It's rinsed it out anyway.  It's the pH of the rinse solution that determines the pH end result.

Assuming your system/method is efficient enough to completely rinse the pre-spray.

Your rinsing with double clean that is ph 10
Yes. It's a rinse product for HWE.

From the data sheet:

############
A highly concentrated, fast dissolving compound formulated for optimum performance in hot water extraction carpet cleaning equipment.
Double Clean contains high quality ingredients for cleaning heavily soiled carpets, plus a special corrosion inhibitor to protect machinery.
Portable extraction machines - Mix 15ml to 30ml (1 to 2 measure scoops) of Double Clean per 10 litres of hot water (1 to 500) in the
machine solution tank.
Always pretest carpet for colour fastness with ready-to-use solution before proceeding.
Pretreat heavily soiled areas with S709 Multi Pro or S710 Trafficlean according to label directions, then follow up with normal extraction cleaning procedure.

It's a bit of a myth that a rinse agent will have a profound effect upon the result, if the soil isn't loose and held in suspension by the time the wand reaches it, then a rinse agent that is only on the carpet for a split second ain't going to help. More likely your pre-spray, pre-treatments did the trick. ;)
