removing paint fixer from glass

have got a few windows that are covered in the stuff i would normally try and shy away from this kind of job but they are a really nice customer who have had major building work going on for about 8 months and have said i'll try and find something for this, its left milky marks/ residue over glass i think it needs some kind of solvent, but what exactly cheers for any replys.

Paint fixer? not sure what that is - do you mean PVA or is it paint primer?
PVA is water soluble - warm water best.
Otherwise I would try in this order
White Spirit
Brush Restorer
Isopropyl Alcohol
and lastly 'cos it can burn the paint off Cellulose Thinners.

its called beecker paint fixer it stabilises wall before painting.

if it was me, think i would just get  razor blade srapper on pole for that, make sure you have constant water flow while scrapping.

think i'll give the white spirit ago 1st along with a sharp blade, and see how that goes,
