Get Irfanview (free): http://www.irfanview.com/ - choose download the current version

Use it to open the logo.

Choose image>resize/resample

Put in the dimensions you require.

"Save as" new file name

About three mins including irfanview download.

You can do it with paint, open it up, resize it (make sure you change the PERCENTAGE, not the measurments.
