open windows on large residential

Hi All
What do you do when there are wide open windows {side opening} below closed windows on blocks of flats and they can't be pushed closed? I tend to leave the windows above because I don't want to be chased for ruining peoples curtains/blinds/wallpaper/carpets/van gogh's etc. Doing one block last week, I had to miss about eight windows because people had left open windows due to the hot weather. I'm with you Tom.

Do a few residential blocks, some with side opening and some with inward tilting windows, if they are open and chance of firing water in the property then I leave em.
