Floor painting

Hi
Been asked to quote for re painting a concrete floor. The paint is coming off in bits and I believe i would need to remove flaky paint and paint the bare bits before i sand the previous paintwork and then paint the whole lot.
I hope this makes sence.
Does any one know better or has done before. It is 220 metres so a decent job.

Just put my quote in. Out of interest what would you hire for for a few days if you can say. If not then I will contact you if they are interested.
