Vivastreet free advert brought me my best office cleaners.
Job centre brought me nothing but dross on windows
Local rag brought me mostly dross on windows, but a couple of good ones aswell

It's a lottery whichever way you do it.....good luck :)

may be able to help you out i know someone looking to get into window cleaning reliable drives etc has management cscs card and first aid ticket not to far from pompey

i've always found good WCs thru job centre.  you just have to sift thru the applicants and interview and trial them properly

i usually get my workers thru a postacard ad in a shop window "helper/leafletter wanted"

i find that a 5 or 6 hour stint pushing leaflets is a good trial ,a low risk way of proving somebodys health and fitness .  meet them halfway thru it for job coaching /lunch
